Yasser Al Rayes is an executive with extensive expertise in Human Resources and Corporate Governance. He currently serves as the Executive Director of Human Resources at the Local Content and Government Procurement Authority (LCGPA), where he led the establishment and development of a comprehensive HR function, encompassing strategic policies, organizational design, and total rewards frameworks. Prior to his current role, he held the position of Head of Human Capital at the Saudi Technology Development and Investment Company (TAQNIA)—a fully-owned subsidiary of the Public Investment Fund (PIF)—where he played a pivotal role in establishing and operationalizing HR functions across a diverse portfolio of subsidiaries and joint ventures.

Mr. Al Rayes actively contributes to national governance through his membership in the Nomination and Remuneration Committees of several government entities and national organizations, including the National Company for Mechanical Systems (NCMS), the National Technology Development Program (NTDP), and the Real Estate General Authority (REGA). He holds a master’s degree in human resource development with a concentration in consulting and management from Pittsburg State University, USA. His leadership is further underscored by advanced executive education completed at world-renowned institutions, including Harvard, Stanford, Cambridge, and London Business School.
